How we will expand our service

In 2025 we will continue to build the claim service so that it can process every type of compensation claim.

We know that every person who's entitled to compensation is unique, with their own personal circumstances. We need to make sure our service works for everyone, and that we balance this with the need to open our service to more people.

What’s happening

  • In 2025 we can open the service more widely, but we need to do this in stages to make sure it is effective and secure for everyone
  • Different groups of people will be able to start their claim at each stage
  • Not all claims in each group have to be finished before developing and opening the service for others
  • We have spoken to community representatives for views on which groups start their claim in which order
  • Wherever possible we’ve taken all views on board, and have also considered feedback received by email, letter, calls and social media
  • We’ll keep testing and developing the service, with more people starting their claim as we go, and widening out to more groups as soon as we can

The stages when groups will be able to start their claim

We've already started making payments to living infected people registered with a support scheme and we expect to ask everyone in this group to start their claim by the end of September 2025.

In February 2025 see community update we shared more information about how we’ll open the service. In July 2025 see statement, we updated this approach to align with the recommendations from the Infected Blood Inquiry’s additional report on compensation:

  • claims for living infected people who have never been compensated will start in October 2025
  • claims for deceased infected people will start before the end of December 2025
  • claims for people who are affected will start before the end of December 2025

We'll progress groups as soon as we can, rather than waiting to finish one group before starting the next. We'll start with a small number of claims, allowing us to design and build a claim service, and then increase the number of claims as the service is built to handle more.

Prioritisation and registration

We have already started introducing prioritisation for those who are infected and registered with a support scheme, by asking those who are sadly nearing the end of their life to come forward so we can start their claim. We will actively explore prioritisation as we open the claim service more widely.

We're also developing a registration process that works for everyone and we expect to launch it by the end of September 2025, depending on the feedback we receive in sessions with the community.

We want to make sure the priority ordering and process by which we ask for people’s information through registration is simple, clear and works for everyone. To do this, we are talking to people who are infected and affected about the Inquiry’s recommended scheme for prioritisation, to test our approach.

Supplementary claims

Our original plan was also to start supplementary claims in 2025. We need to review this because the Inquiry makes recommendations about the regulations which the government needs to respond to and may take time to progress through Parliament. We'll share more information on supplementary claims as soon as possible.
