Thank you for visiting the website of the Infected Blood Compensation Authority (IBCA). Both during my Framework Review in 2021 and again earlier this year when I spoke to members of the community about the government’s proposals for the scheme, I saw the terrible injury, frustration and distress caused by the infected blood scandal, to infected and affected people.

The community’s experiences are why I accepted the role of interim Chair of this authority; they have been denied answers, justice and support for too long, and now is the time for transparency and action.

This authority is committed to putting the community at the centre of every step we take to set up and deliver the compensation service through which we will make payments. We will do this by consistently upholding seven core commitments:

  1. Integrity
  2. Compassion
  3. Candour
  4. Transparency
  5. Fairness
  6. Efficiency and
  7. Propriety in the use of public funds.

This means that we will aim to make it easy for people who are eligible for the compensation and support they are entitled to and that we will do it with kindness and transparency.

I once again wish to express my deepest gratitude to those who have met me and the IBCA team so far, and we will continue to seek and value your views. It is only by listening to the infected blood community that we will be able to build an effective service that meets your needs.

We are committed to doing everything in our power to ensure that we support and pay those due compensation under the Infected Blood Compensation Scheme securely and speedily and without compounding people’s suffering any further.

Sir Robert Francis KC
Interim Chair of the Infected Blood Compensation Authority
