IBCA accepts recommendations in Infected Blood Inquiry additional report


Today (Monday 21 July 2025) we have given our response to the Infected Blood Inquiry additional report published on 9 July. We accept all recommendations in the report for IBCA.

David Foley, Chief Executive of the Infected Blood Compensation Authority (IBCA), said:

“The infected blood community has been denied answers, justice and support for too long, and now is the time for transparency and action.

“We thank all those who gave vital evidence to the Infected Blood Inquiry during the recent hearings and to Sir Brian Langstaff for his report. We have carefully considered the findings in the report and we’ve accepted all recommendations for the Infected Blood Compensation Authority.

“Now, we know that we must act on these recommendations. The community is at the heart of everything we do. We can only grow the service, and implement these new recommendations by listening to and acting on the views of the community.

“Some of the recommendations will take longer to implement, which we know may cause frustration and upset for some in the community. We will always act with transparency, that is why I can confirm that we will create a registration process, so that the community can tell us that they intend to make a claim. We will also develop the service for all groups, paying the first claims before the end of 2025. And, we will improve transparency by sharing more of our processes, documents, data and plans on our website.

“Since we contacted the very first people to make their compensation claim in October 2024, we have now opened our service to more than two thirds of all those who are living with infection and registered with a support scheme. These new recommendations will enable us to pay compensation to those who have waited years for recognition and justice.”

As of Thursday 17 July 2025:

  • 2,215 people have been asked to start their claim
  • 1,934 people have started the claim process.
  • 808 people have received an offer, totalling £602,120,084.64
  • 587 people have been paid, totalling £411,648,680.46
  • 316 of those have taken the adjusted route, totalling £115,796,670.31
  • 271 of those have taken the Core Route, totalling £295,852,010.15
