IBCA responds to Infected Blood Inquiry additional report
Following publication of the Infected Blood Inquiry additional report on 9 July 2025, IBCA is considering the report’s findings and aims to respond in fuller detail by the end of July
Today (Wednesday 9 July 2025) the Infected Blood Inquiry has published a further report. IBCA is considering the report’s findings and aims to respond in fuller detail by the end of the month.
IBCA expects the new recommendations to impact their approach to delivering the scheme, for example, the order and speed at which they can make compensation payments.
Speaking after the report was published David Foley, Chief Executive of the Infected Blood Compensation Authority, said:
“Today the Infected Blood Inquiry has published a further report. We are considering the report’s findings and we aim to respond in fuller detail by the end of the month. There are a number of significant proposals in the report which might, if the Government accepts them, change the way in which IBCA can build its service. These new recommendations will help us to shape the scheme, for example, we may change the order and speed at which we can make compensation payments.
“We are committed to paying compensation to each and every person who is entitled, as quickly as we can. By working with the infected blood community, we have now contacted more than half of all living infected people registered with a support scheme to start their claim. We expect to open the service to everyone in this group within the next few months.
“We will continue to work closely with the community to grow the compensation claim service, answer questions and hear a wide range of views, including planned drop-in sessions across the UK this autumn. We’ll share more details soon on where and when these will happen.”
As of 3 July 2025:
- 2,043 people have been asked to start their claim
- 1,674 people have started the claim process.
- 616 people have received an offer, totalling £488,346,336.18
- 460 people have been paid, totalling £326,184,985.78
- 254 of those have taken the adjusted route, totalling £97,595,698.95
- 206 of those have taken the Core Route, totalling £228,589,286.83
IBCA is committed to paying compensation to each and every person who is entitled, as quickly as we can. By working with the infected blood community, IBCA has now contacted more than half of all living infected people registered with a support scheme to start their claim. IBCA expects to open the service to everyone in this group within the next few months.
IBCA continues to open the service to on average over 100 people a week, and expect that every living and infected person registered with a support scheme will be able to start their claim this year.
