Trustworthiness

Trust in IBCA has risen since June 2025, with over half (55%) now considering IBCA to be trustworthy, compared to 34% who said the same in June 2025.

Increases in trust may be driven by changes in the profile of those responding to the survey over time, with more now reporting that they have completed their claim and received compensation, a group more likely to hold positive views of IBCA in general.

Ability to fulfil its aims

Belief that IBCA will fulfil its aims has also risen. This may be linked to increased trust. Half (54%) now think IBCA will fulfil its aim to deliver compensation to each and everyone entitled to it, without exception, compared to 37% who said the same in June 2025.

While, similar to trust, increases may in part be explained by changes in sample profile since June 2025, changes across key groups suggest other factors are also having an influence.

Reasons that people agree IBCA will fulfil its aims

Comments from respondents included:

  • "They've almost completed paying out compensation to those living infected, as promised."
  • "I think the scope of this has been massive. Clear guidance has been given throughout set up with regular updates, identifying all relevant groups. Significant compensation already paid."
  • "From all the information I have received from IBCA I am confident that the compensation will be paid to each and every individual who applied".
  • "From the information I have, I truly believe that those eligible for compensation will receive it. I am frustrated with the time it is taking for me as an affected victim not yet been invited to start my claim. However I am delighted to say that my family member has been awarded his compensation and for that I am very thankful".

However, of those who agree IBCA will fulfil its aims, 33% of them shared negative mentions of IBCA in their feedback. These comments included:

  • "Because of the time it has taken to implement the program. I understand the difficulties in making all who should be compensated, happy with the offered sum. I worry about the involvement of solicitors. The government does not inspire trust in me that the arrangements will be respected."
  • "I don't completely trust anything to do with the blood scandal anymore. I believe if they can find a way to not pay everyone or get out of paying people everything they are owed they will."

Trust in IBCA's ability to deliver compensation has risen across aspects. However, changes in the sample profile may have caused this to some extent. Concerns remain about IBCA's speed of delivery and its independence from government.
