Mark Hitchen
Biography
Mark Hitchen, Interim Director for Human Resources for IBCA, is responsible for IBCA’s People Strategy and associated delivery including resourcing, design and implementation of IBCA’s HR policies and employee experience. He is responsible for ensuring IBCA builds appropriate capability and skills and is set up as an employer efficiently, including pay, pensions and shared service provision.
Over his career, Mark has worked across a number of government departments, including HM Treasury, Ministry of Housing, Communities and Local Government, and Department for Digital, Culture, Media & Sport. Mark worked in the Infrastructure and Projects Authority (IPA) from 2017 to 2024, holding roles as Deputy Director for Policy and Strategy and Project Delivery. Mark has made the transition from policy professional to project delivery professional and holds MPLA and ChPP qualifications.
Mark started working with IBCA in May 2024 as Deputy Director for the People, Places and Programme team. His responsibilities included setting up effective functions for IBCA, including HR, Estates and Digital, Data and Technology, as well as responsibility for the Programme Management Office.
