As you may be aware, the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Infected Blood Compensation Authority), subject to certain limitations and exemptions.
We have now had the opportunity to fully consider your request and we provide a response for your attention.
Following receipt of your request, searches were conducted with the Data Directorate and Operations Directorate of the Infected Blood Compensation Authority. We can confirm that the information you have requested is held by the Infected Blood Compensation Authority.
You asked the following
I am seeking further clarification on the prioritization framework and a more detailed breakdown of the 2,400+ estate claims currently registered. Specifically, I would appreciate clarity on the following:
- Could you clarify if estates of deceased persons where no interim payment has been made (with a claimant aged 75+) are prioritized ahead of estates of the same age that have already received an interim payment?
- To help better understand the scale of the remaining queue and where they might sit within it, would it be possible to provide a breakdown of the 2,400+ registered estate claims into the following categories;
a. Estates with no prior interim payment (Claimant under 75 / Claimant over 75)
b. Estates that have received an interim payment (Claimant under 75 / Claimant over 75)

We have now had the opportunity to fully consider your request under the Freedom of Information Act 2000 (FOIA) and have provided a response for your attention below.
- Could you clarify if estates of deceased persons where no interim payment has been made (with a claimant aged 75+) are prioritized ahead of estates of the same age that have already received an interim payment?
For estate claims, prioritisation is applied when the eldest beneficiary is aged 75 or over and the person claiming on behalf of the estate has self-declared that no previous compensation has been received for the infected person. These claims are prioritised ahead of registrations for those aged 75 or over who self-declared that they have already received previous compensation. - To help better understand the scale of the remaining queue and where they might sit within it, would it be possible to provide a breakdown of the 2,400+ registered estate claims into the following categories;
a. Estates with no prior interim payment (Claimant under 75 / Claimant over 75)
There are a total of 1208 deceased infected registrations indicating no interim compensation.
Of these registrations:
- 325 registrations indicate the beneficiary is 75+.
- 796 registrations indicate the beneficiary is under 75.
- 87 registrations have not provided the beneficiary’s age.
b. Estates that have received an interim payment (Claimant under 75 / Claimant over 75)
There are a total of 1540 deceased infected registrations indicating interim compensation.
Of these registrations:
- 406 registrations indicate the beneficiary is 75+.
- 1066 registrations indicate the beneficiary is under 75.
- 68 registrations have not provided the beneficiary’s age.
We also have 2 deceased infected registrations where no beneficiary age was given, and for both of these the interim compensation answer was not provided.
Please note that for these questions registration data has been used since it holds all the information detailed in the request. Due to this, the numbers provided indicate unique registrations, not unique individuals. Furthermore, the registration data figures are valid as of 11 June 2026.
