This is IBCA’s response to a Freedom of Information (FOI) request.

Thank you for your email received on the 2nd of June 2026 in which you made a request for access to certain information which may be held by the Infected Blood Compensation Authority.

As you may be aware, the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Infected Blood Compensation Authority), subject to certain limitations and exemptions.

We have now had the opportunity to fully consider your request and we provide a response for your attention.

Following receipt of your request, searches were conducted with the Data and Operations directorates of the Infected Blood Compensation Authority. We can confirm that the information you have requested is held by the Infected Blood Compensation Authority.

You asked the following

I would like to know:

1. Which groups are currently having claims processed for affected claims?
2. Which age group is currently having claims processed for affected claims?
3. How many people fall within this category?
4. How long on average are affected people claims taking to complete?
5. Which group will you contact next for affected people claims?
6. How many people are in the following group?
7. Which group will you contact after that, and how many people are in that group?
8. I would like to know the same information for each group.
9. I have previously been told that affected claims will be processed in age order of claimants, is this correct?

Our response

We have now had the opportunity to fully consider your request under the Freedom of Information Act 2000 (FOIA) and have provided a response for your attention below.

1. People who are end of life.
2. There is no specific age within this group.
3. Since there is no specific age group in response to question 2, we can provide that there are 223 affected registrations flagged as End of Life (in relation to the response to question 1).
4. As of 04/06/2026, affected claims take an average of 39 working days to complete. Please note that this figure does not include ongoing claims and therefore relies on a very small number of currently completed affected claims. This is highly unlikely to be representative of the average time to complete an affected claim across the entire cohort.
5. People aged 75 and over.
6. There are 1,710 affected registrations where the affected person is aged 75 and over and has not indicated that they are end of life.
7. Registrations for affected individuals where no interim compensation payments have been made. There are 1,799 affected registrations where the affected person is aged below 75, have not indicated they are end of life, and have indicated that no interim compensation payments have been made.
8. The remaining prioritisation groups are:

(i) Bereaved Children: Children, both of whose parents were infected and died.

There are 120 affected registrations where the affected person is aged below 75, is not flagged as End of Life, has indicated interim compensation payments have been made (or did not fill out this part of the registration form), and have indicated having two deceased infected parents.

(ii) Age (oldest first)

There are 11,225 remaining affected registrations that do not fall into the above prioritisation groups.

9. That is indeed correct, once the initial prioritisation groups have been processed the claims will be processed in descending age order of affected individuals registered to make a claim.

Please note that for questions 3, 6, 7, and 8, the numbers provided indicate unique registrations, not unique individuals. Furthermore, the registration data figures are valid as of 11/06/2026.
