This is IBCA's response to a Freedom of Information (FOI) request.

Thank you for your email received on 29 January 2026, in which you made a request for access to certain information which may be held by the Infected Blood Compensation Authority.

The purpose of the Freedom of Information Act 2000 (“the Act”) is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Infected Blood Compensation Authority), subject to certain limitations and exemptions.

You asked the following

On 6 November you emailed with an update that the Board needed more time to consider the guidance.

Your email of 19 January states that there are no further updates. It is now 29 January, almost 3 months later.

I would like to make a Freedom of Information (FOI) request for Board minutes to determine what has been discussed in regard to the guidance.

Our response

We have now had the opportunity to fully consider your request and we provide a response for your attention.

Section 21: Information accessible by other means (FOIA)

We have established that the information you requested is held by the Infected Blood Compensation Authority. This information is exempt from disclosure under section 21(1) of the Freedom of Information Act 2000 because it is information that is reasonably accessible by means other than under FOIA. Section 21 is an absolute exemption and IBCA is not required to consider whether the public interest favours disclosure of this information.
