This is IBCA's response to Freedom of Information (FOI) request.

Thank you for your email received on 17 December 2025, in which you made a request for access to certain information which may be held by the Infected Blood Compensation Authority.

The purpose of the Freedom of Information Act 2000 (“the Act”) is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Infected Blood Compensation Authority), subject to certain limitations and exemptions.

We have now had the opportunity to fully consider your request and we provide a response for your attention.

Following receipt of your request, searches were conducted by the Data Directorate of the Infected Blood Compensation Authority.

You asked the following:

I am specifically requesting data you hold in relation to IBCAs recently released figures via its monthly communication message released on December 11th, in this message it stated "13,933" individuals at this point in time had registered their intent to claim.

The information I am looking for is a detailed breakdown that you hold against this number (at the point at which you look to extract this information) in your central system, I would like to see number breakdowns for;

numbers broken down by: 1. those registering as 'infected' and those having registering as an 'affected'
2. those within the 'infected' number who had informed as being 'end of life'
3. number of those within the infected as 'not' being end of life
4. for those within the infected, 'not' end of life, what is the average age of this number?

I am confident that any central database system you are using for the registration process this information should all be readily available and extracted/reported on with ease.

I look forward to receiving this detail in the required timeframe, and my preference would be to receive this output in a electronic format for speed.

We have now had the opportunity to fully consider your request and we provide a response for your attention.

For the purpose of the data below, the total registration count was 15,415 (as of 2 January 2026).

1. Number of registrations for infected & affected

  • Infected: 941
  • Affected: 12,057
  • Both infected and affected: 300

2. We have 38 registrations marked as end of life across all infected registrations.

3. We have 903 registrations where no indication of end of life was made. This includes registrations where the person registering has indicated they are unsure.

4. The average age of that group is 60.6 years old. Please note in instances where another individual has submitted an infected registration on behalf of someone else, the latter's date of birth was used for this calculation (not the date of birth of the person submitting the registration).
